Stage 1 — Current Concentration (Today)
Homelessness in London is currently concentrated in the downtown core and nearby areas where shelters, services, and transit access exist. When space fills, encampments and temporary housing pressures begin spreading outward.
Stage 2 — Near-Term Spillover (1–3 years)
When core areas become saturated, the problem begins spreading into nearby neighbourhoods through parks, river corridors, and commercial areas.
Stage 3 — Citywide Expansion (3–5 years)
As housing affordability continues to decline, pressure spreads along major transportation routes and adjacent communities.
Stage 4 — Long-Term Risk (5–10 years)
Without intervention, the challenge can move beyond downtown and begin affecting many more neighbourhoods across the city.
